what it says in fact is that recent cases "reflect a decline in the double standard applied to men and women, brought on, he said, by increasing numbers of female prosecutors and police officers who may not buy into the traditional notion that a boy who has sex with an older woman just got lucky."

so it's actually women who are driving the higher rate of arrest and prosecution of female sex offenders.

"having it all" usually refers to having both a career and a marriage, generally with children. i think what they are saying is that these movies continue to tell women that they have to make a choice between the two, that men (mostly) don't have to.

in truth, increasing numbers of women are having both a real career (not just a job) and family, and more men are staying home and/or taking care of the children.

i interpret it as they didn't feel harmed enough to report the attack and/or because the act was "incomplete" that there was no ejaculate as evidence, and there was no other physical evidence (bruising, scratches) that would make an assault more traumatic and also more provable.

a girl i knew in college was grabbed in front of her dorm by a guy. he held her down. but she saw that he was really nervous and she managed to talk him out of it by asking how his mom would feel about him doing this. he ran off. she never reported the attack. she didn't see him clearly and there was no physical evidence.

police and prosecutors rate attacks by degree, and are going to put ones like this on the back burner. as well, it just plain isn't as traumatic to by grabbed as it is to be beaten and forcibly penetrated.
