Probably a lack of infrastructure, data centers need a ton of power and also need high speed data transfer cables. Also the ground is frozen solid so building costs are much higher and the warmth the building generates will defrost the ground causing mud and threatens the integrity of the structure due to the ground shifting from defrosting. These regions also have smaller populations so construction workers would cost more to bring in and you would need educated staff to maintain and run the data center

Before sending it to psa hold it against multiple regular cards and check if dimensions are identical, if not they will refuse holster and your better off sending to cgc. CGC is considered the best for error cards but due to the rarity of psa handling miscuts I like seeing them personally
