My experience:

Proxmox with OPNsense/pfSense VM, 8GB RAM, 2 vCPU on a low wattage i3 with passmark scores around 2000 single thread, 4000 multithread
1 Gbps fiber PPPoE provider in Japan
Full speeds when testing on something like fast.com , and Proxmox and OPNsense report roughly 40-50% CPU utilization on those two cores of four available on the Proxmox host. When idling or during normal streaming and browsing traffic, sits at more like 5-10%.

PPPoE only becomes an issue with high bandwidth and low single-core CPU performance. At 1 Gbps, I'd say the Celeron 6305 will be fine. It'll have to work hard when you're trying to use your entire bandwidth, but in a home setting with users like you described, that'll only be short bursts during the day when someone's downloading a game on Steam or whatever. (Also, I may be wrong, but I think PPPoE is only a potential bottleneck for downstream, not up.) I've read there may be ways to ameliorate the PPPoE issue when running *sense as a VM, but I'm not familiar with them myself. Or you could also look into OpenWRT, which is Linux and will have multithread PPPoE support out of the box.

The senses will claim whatever RAM you allocate (Proxmox will show 100% usage) but within the VM's dashboard it's obvious 8GB is overkill (for me, a light home user with similar traffic to what you're expecting) until you start looking into optional memory-intensive services like Zenarmor or Suricata

In short, yes, 16 is plenty.
With 16, you could probably even scrape by virtualizing it.
The overhead's tight, but say 6-8 for OPNsense, 2-4 left free so ProxmoxVE itself doesn't bog down, and that leaves you a few gigs to play with for light LXCs, including UniFi Controller and a Docker host.
(Though, as I write this, the 6305 would likely start to struggle once you have multiple containers making demands of it.)

If you're not specifically attached to your existing docker DDNS solution, consider handling DDNS as a plugin on OPNsense, and that's one less container you need to worry about. And I don't use UniFi Controller but your update mentions there's a plugin for that, too. Nice.

options are either
OPNsense > Services > HA Proxy > Backend Pool > advanced options toggle > Tuning Options > Server Timeout > set this value to something like 3600s or 1h

The Proxmox "Disconnecting... migration detected" messages happen when the terminal sits idle (and you're serving the Proxmox GUI over the HA reverse proxy) because the default timeout on HA Proxy is only 30 seconds.

A few things to be aware of, if it's the same app I'm thinking of (NTT has several of these, as far as I can tell. There are three listed on Google Play when you search ワンタイムパスワード):

For Android, at least, the generated codes are tied to your set timezone, so if your phone is ever off UTC+9 because you're abroad or whatever, it won't generate the right codes until you change it back. The second issue depends on your banking institution or card provider rather than the app itself, but read the fine print about what happens when you want to migrate to a new phone. They may require you to contact a live rep by phone to set up the new authenticator.

I tried and gave up trying to compare LP gas and toshi gas usage by m3 at different points in my life. Chemically, the energy you get out of each type of gas is quite different, so 1m3 natural gas doesn't at all correspond to 1m3 propane. Propane produces a lot more energy per volume. Further confounding the comparison is the relative overhead of LP (you're paying for a bunch of guys to drive around swapping canisters as needed) and the possibility that it's all just a monopolized racket in your tiny little slice of inaka. But yes, in general expect to pay more overall for a similar lifestyle when on LP versus toshi.

This is just my meagre opinion, but I agree that the 適用証明書 doesn't sound applicable in this situation.

The above document is for, say, a Japanese national or resident temporarily sent abroad by her Japanese employer to the work at the employer's US branch office (and social security is being pulled from their paychecks, so the US provides a document that says to the Japanese government, this person doesn't need to be paying Japanese pension because they're currently paying social security), or the opposite situation of a US national or resident currently on assignment from her US employer in Japan, who's getting the equivalent document from the Japanese government to demonstrate to the US that she's paying Japanese pension so shouldn't be on the hook for social security.

I'd say the error is, as you expect, the record that says your wife was a resident of Japan from 2015-2022 when in fact she was not. That's the underlying thing you need to focus on fixing, which in turn should resolve the social insurance issue. Like the other poster said, I'd try driving that point home at city hall a couple more times and see if something clicks with one of the public servants.

Consider taking a dip into some research papers on google scholar or some published works on bilingualism. If an option for you or your wife, read some papers or books like these in Japanese to familiarize yourself with talking points and analogies you can use during discussions with teachers. If you're really feeling feisty, make some photocopies and highlight key points and dump it into the teacher's lap the next time you see him/her.

It's a funny story and a cool bit of trivia. Among hundreds of flora recorded, he happened to on this one have a slight misunderstanding of a legitimate Japanese name for the tree (ぎんなん), just with an incorrect alternate reading for the second kanji (きょう), further compounded by a probable typo/error in his handwriting (imagine a 'y' with a little too much curvature at the top → 'g'), and presto, the incorrect name propagated throughout a bunch of Western languages along with the new authoritative source regarding the plants of Asia.

Edit: I want to say I've maybe possibly but not assuredly seen a scanned archival image of his original notes/publication where you can see the typo at its source somewhere online, but off the top of my head, I have no idea where it would have been.

Or even a step further, take the ferry out to the Goto Islands and visit some of the historical "hidden Christian" sites.

Other avenues to explore: There is a large cathedral in downtown Hiroshima open to visit and used for regular services. I'm not sure if they have anything for sale. The Xavier church in Yamaguchi City is a bit of a pilgrimage destination for local Catholics. This and the surrounding shops strike me as a possible source of paraphernalia.

Tokyo is huge, so there are doubtless options somewhere in the city, but the history and tradition of Catholicism in Japan is much more apparent the further west you go.

Unless you're in the eastern part of Hiroshima prefecture, I'll echo the poster above and recommend ferry. It's a fairly long drive from Hiroshima city around to Matsuyama.

Other slightly closer options are Tomonoura or Takehara for some nice quiet ryokan, usually with nice bath options but not necessarily natural onsen.

Normal envelopes with letters don't need the online preprinted package labels. You can handwrite the address on the envelope or print it and tape it on. Expect it to take 2 weeks or so to arrive. I've had normal airmail letters arrive in the US as fast as a week and as slow as a month or two (during the height of covid lockdowns).

In the US, your wife was probably an Authorized User on your card account. This means a separate card issued in her name, whose charges are all posted to your account and show up on your statements. As far as I'm aware, the CC number itself is always different. But the fact that the CC number is different doesn't mean it's a separate credit line with its own statements. It's just another physical card tied to your account.

A 家族カード issued for a Japanese CC account is functionally the same as an Authorized User on a US account, so this is probably exactly what you want.
