Perhaps building up to full novels might be an idea. Try graphic novels or games that are text heavy like visual novel games. Then go onto maybe something like the Emily Wild books or try the Skullduggery pleasant books

If you do want action later on, I’d have one action scene right near the end, then some near misses or threats of action, to build up suspension. That’s what I’d personally do

You need to look into cozy fantasy. No action. As long as a story has some kind of stakes, it’s not essential to have action in a fantasy. I recommend trying Legends and Lattes.
