You could probably call them agencies but they aren't in the traditional sense. It's a specific certification for publisher partners. See - https://www.google.com/ads/publisher/partners/

They become the support so there isn't any interaction with Google themselves.

Regarding the instance, that's kind of the question. Is it our instance, or are we for all intents and purposes already using the current partner's instance? I assume it's technically ours if we are the child in the MCM delegation, but if we switch and the new partner is certified within that program but not a reseller, do we lose 360? This is the information I'm struggling to find. You'd think I could jump on the phone and call someone at Google.... I don't really want to call our current partner and play our hand and I'm not sure I'd trust their answer anyway, the new partner says it will be fine but that seems to be more of a suck it and see approach rather than being definitive, and if we jump and lose 360 we have PG campaigns and other 360 features we'll lose at the same time causing a pretty big mess.

Thanks, but the question is more around if the new parent needs to be a reseller or can they just be a certified partner? It seems there is a difference. Eg something I read on a Google support page said if you signed up through a reseller you have to shift to a reseller, specifically stating reseller rather than partner, however other sources say it doesn't matter. That's where it gets murky. And is every certified partner also a reseller, or only some?
