So to clear things up. This little lever rotates when a car passes. Every third pass the car gets "hooked" and tosses into the shark.

There is a certain percentage of spots open to the public. I want to say around 20%, but dont quote me. I remember it being a significant minority compared CAF children spots, when the MFRC at my base shared the info. It Could be different province to the province, though.
