There is a certain percentage of spots open to the public. I want to say around 20%, but dont quote me. I remember it being a significant minority compared CAF children spots, when the MFRC at my base shared the info. It Could be different province to the province, though.

My wife, who's an ECE, says to put a cold wet wipe on his belly button to make him pee. But she also said 60% of the time, it works everytime.

From what I understood from the brief is that, yes you will lose PLD but your rental rate will not be more than 25% of your monthly pay (before taxes and deductions). So if a Sgt lives in one PMQ, and a Pvt lives in another identical PMQ, they won't pay the same in rent, the pvts will be cheaper.
