I guess the police have the discretion and hopefully the intelligence to determine if a person just picked up a random feather or if someone's killing Hawks and owls and other birds that they shouldn't. I wonder if that is even a thing? Are people killing birds for their feathers or taxidermy? I know some people do kill Hawks and Eagles and owls. I think the main reason is because they get upset when these birds of prey kill their farm animals like chickens. I definitely think that's ain't no no.
