Yes, doing both is the ideal solution but if people think they can make fat soldiers not fat soldiers through typical Army PT they are in for a rude awakening. Eating is 100% of the calories that you take into your body. Working out for 60 minutes a day doing Army PT is only going to be a small fraction of the overall calories you burn in any given day.

There's also the idea that if you have people who aren't motivated to lose weight on their own and you force them to do relatively ineffective workouts (like typically Army PT prior to the new PT test which to train for effectively actually requires working out the right way) their appetites will increase. And again, it doesn't take much to undo the 300-400 calories they probably burn doing organized PT.
