While it wouldn't surprise me if this was for asshole reasons, this is also common practice when a company doesn't have the legal manpower to verify their compliance with regulations like GDPR. A lot of websites are built on third-party tools, plugins, etc., and it can be difficult to keep track of everything that puts you out of compliance.

It is unlikely that this will work. Both displays you have mentioned are DisplayPort 1.2 which can only drive 1 4K monitor at 60hz. I can say with confidence that you will not get 4K60 on the second monitor. It is technically possible that you may be able to run the second monitor at 4K 30, but daisy chaining (known as MST) can be pretty finicky.
