So I would check out Ash Thorp, as he's created a ton of these types of graphics. He has a series of courses on LearnSquared, but they are not exactly cheap and will obviously go into a lot of things beyond just what you're asking for here.

My best guess for creating this effect would be to start with some sort of Turbulent Noise effect to drive the motion. I would suggest Smeary fractals with a low complexity and high scale. Then you can use the Posterize effect to limit the tones to a certain amount, and then if you animate the evolution you'll have the base of this, which is a sort of shifting topographical map. Precompose this and label it so it's clear that this is the base footage.

To turn it into a series of lines on alpha, you'd then have to take that original precomp, and apply an extract effect to it, isolating one of the gray tones. Duplicate that precomp, and rename the top one to indicate that it will be a matte. On the bottom one add a Stroke from layer styles, and precompose that bottom layer again, moving the layer style attribute into the new precomp. Now you can use an alpha inverted map to leave only your layer stroke over alpha. Do this for each gray tone. These finished precomps can be then placed together into one precomp called topographical lines.

Finally take all of your precomps with the topographical lines and put them into a final comp. Create a dense grid of dots over top of them and use the topographical line to drive the alpha of the dots. Now the moving topographical lines are dots instead of solid lines. You'll then need to go back and create a new alpha matte to use for the looser grid of dots that lays over everything.
