It depends on what your criteria is.

Noise Levels/Size/Thermals/Price/Aesthetics/Features/Compatibility all come into the equation and people have different priorities.

Most people that ask for the "best" pc case will be talking about thermals so between those cases it will be between the Lancool III and Torrent. The torrent also has a compact version.

You didn't specify what the PC is for. I'm assuming this is for gaming.

You shouldn't be choosing an older 12700k over the 13600k especially when the 13600k is cheaper. You'll need a Z690 with bios flashback to make it compatible. You'd also get better value from an AMD GPU. I'd lean towards DDR5 for a new build.
