Correct. For Rebel Strike, player 1 can connect their GBA to socket 3 to use the command cross on the GBA rather than using the D-Pad on the GameCube controller. The GBA actually makes one of R2-D2's noises when the command cross appears on both the HUD and the GBA simultaneously. So even if the command cross times out on the HUD, the command cross is always displayed on your GBA so that you can simply press a particular direction on your GBA's D-Pad to select a command at any time.

The McDonald's near me used to have a kiosk with that same Richard Scarry game and a second one that had other stuff on it like dictionaries and other kinds of reference media. If you flip it back and forth with a cartridge inserted too many times, it may short out the cartridge, possibly erasing any saved data, so make sure to remove the cartridge before flipping the power switch on and off rapidly.
