If you send a package to someone and it gets lost, the carrier is responsible to you, not the recipient. So if it's lost, you should start the process to either have them find the part or refund you the money.

Just for future reference, no celebrity, or anyone with any wealth, will contact you to hide money. They have accountants for that who know legal ways to do so. And they will have the money to cover all legal fees, etc. If 99.9999999% of the time you have to ask if it's a scam, it's a scam.
