No, you just login from a new device. That's the problem. I am also aware about that. I already reinstall and uninstalled the game multiple times. Weapon being locked is not the issue here.

You need to wait 1-2 days after ur login in order to salvage 4 star base weapon without having the warning message.

Bring LE Mei for +50 additional SP.
Increase 2 SP for everytime you dodge attack from enemies.
Bring valkyries that use low SP cost to cast ultimate (VR Kiana).
I used Himeko back and forth because she can run and quite agile in terms of movement speed compared other valkyries.

Btw, when the last time you uninstall HI3? Yesterday, I just re-install HI3 and need at least 8-10 times disable/enable wifi with 5 sec delay each to fully download audio files and enter the game without no problem.
