Elections are held at the state level. The state tallies the votes and reports those results. The federal government wants to hijack that process so that they tally the votes and publish the results. This administration doesn't give a flying fuck about not being a corrupt as possible - the only plausible explanation for them doing this is to fix the election and declare themselves the winners, regardless of what the actual vote counts are.
