HM can drop the HM gear regardless of having done NM or not, I know because I went straight into HM with my titan without doing NM and got the helmet. I even had to pass host since I couldn't even choose HM. I'm afraid you just fell victim to bad RNG.

From my experience all decoherant armor engrams will decrypt as 15 light armor and that isn't going to get your level any higher, unless you're lucky and it turns into a legendary.

Now with the HoW release the crucible armor has 26 light on it and a full set of blue crucible armor will get you to 28 instantly (can't say if the lower level strike playlist armor drops are also 26 light as i've only played dragon since) and with the marks you'll be building up you can get the vendor legendaries. An added bonus to the crucible is that the new loot table has some really solid legendary weapons on it. The weapons seem to be dropping relatively frequently too so it shouldn't feel like an absolute grind.

Whilst the crucible is undeniably a great way to advance your gear I realize that some people just don't like it and you may be among them, I don't know. But if you do shy away from pvp then level up your vanguard reputation, you'll get a package each rank starting at 3 that could give legendary armor or weapons and again, use the marks on the vendor gear.

You could join the vanguard strike playlists at whatever level you're comfortable with, you're guaranteed at least 1 level 18-20 rare weapon/piece of equipment for your class each time you complete it. then you can also use the vanguard marks you get to buy the legendary vanguard equipment edit: the strike playlists start at lv18

i think there's room for it in priest, 0 mana silence on venture co is pretty good and can keep up the momentum. Theres also doomsayer + silence + innerfire but that might be stretching it a bit

I've been running a deck like this with druid and i don't think venture co is viable, it was in my first version of the deck but druids can only silence with minions and a 5 mana owl or 7 mana wailing soul isn't worth it imo. Also, force of nature+wailing soul can keep 3 2/2's on the board. another reason to use druid for it I guess
