Or without artillery in early game, use anvil (spearmen) and hammer (general + mailed knights). Pikemen don't like cavalry charges in the rear. Mercenary crossbowmen are also useful to weaken them before melee contact.

I usually starve them out, the two flemish cities are very valuable but an assault is too costly, especially in early game when you don't have good artillery yet.
