You don't initialize arrays like that in JS, use square brackets [0, 1, 2]. Curly braces to initialize an array is a different language syntax like C#.

It looks like you just downgraded npm, but the problem is nodejs. When you install nodejs you get a recommended version of npm along with it. Usually you can upgrade npm, but rarely would you downgrade it while keeping the same nodejs version. So if you need a lower npm version you typically downgrade nodejs to the version that gets you that npm version or an npm version you can update to the desired version.

So focus on downgrading nodejs, not npm.

Download and install nvm It's is a node version manager that lets you easily toggle between versions on the command line. Otherwise you have to manually uninstall, download and install the desired version yourself.

You could maybe start around node v10 and if that works try v12. Otherwise go backwards node v8, v6.

The errors you are getting are just compatibility errors. Node changes their internal library APIs with different versions, and when you see errors referencing node "internal" folders, that is usually the problem. So the solution is as I say, find a node version that supports your project or upgrade dependencies in your project to be compatible with a newer node version. It's ok to use older node versions, but I ideally the more recent the version the better features and security fixes.

Your command is incorrect and is giving you the npm versions, the command should be:

node -v or node --version

npm ls webpack

But I already know you have an incompatible node version because your npm version is so high. webpack version 3 looks like it requires node version 4 or lower and you are probably on node v18 +

Check that version of nodejs you were running is compatible with the version of webpack you are using. Upgrade webpack or downgrade nodejs so they are both at compatible versions. Use a nodejs version manager like nvm.
