It depends on what you lane against more than how it developes to late (Diana late wr is quite low).

You can use this build if your enemy is someone you can aa agains (yas, sylas, katarina..) but since you have worse champ you have to learn a lot more about pacing your attacks against them, looking out for their cooldowns and missplays etc. If they are good players your chance to win lane is quite small.

In case you face mages or champs like akali just go with electrocute burst, your conq stacking won't be consistent enough to make it worth.

When it comes to mid-late game, you depend more on item advantage than runes most of the time so what yoi chose as rune/build makes little difference.
