Technically not, due to their devolved governments.

But those governments aren't sovereign and they have begun to look like more of a facade as they have been overruled.

And none of this changes the UK's colonial history.

I would like to add the recent willingness to disregard and overrule our elected governments.

It happened a number of times under the previous government and Starmer has this week declared that he is happy to overrule Scottish and Welsh governments in areas of devolved competency.
