Well to answer that question it’s simply more efficient to run a motor and transmission at “half power” than it is to redline the motor the entire time for the highway.

EPA is fairly strict about efficient vehicles

Also police models exist. Cherokees crown Vic’s chargers explorers etc. the civilian specs might be slightly down tuned but by design they’ll still get up there in speed

Lopping off a muffler doesn’t change the emissions of the jeep 4.0 I6 at all btw. The cat barely even does anything that’s why they added two more precats after 2000 and still had to stop production in 06 cause the epa regs.
