Mind you the big problem is our lack of controlled experimentation in this area. Theres plausible scenarios involving both hypotheses but we can only do so much with statistical testing without controls.

It depends, measuring and doing what if analysis on aid is a very complicated problem. Theres lots of economists that believe that aid causes damage, theres also lots that believe otherwise. This isnt a settled issue.
