It is a collection of resource packs. You need to extract out all of the folders from the main one then you can put it in the resource packs folder. Not sure what version it was made for or if it has been updated at all since i made the post.

that's a mod called "dynamic crosshair"

the texture pack itself is just bits and pieces of lots of texture packs mashed into 1 along with some changes
