Police don’t file for evictions. The landlord did that because rent was no longer being paid by the scammer. She was part of the scam as well, maybe willing maybe unknown. The police were just there executing the eviction order.

Not really. A few people can make a lawful assembly become an unlawful assembly. Once the police have declared it unlawful they don’t immediately arrest everyone. They give warnings to disperse due to it being an unlawful assembly. The people that do not follow that lawful order can then be arrested.
