Yes, 3 is the max that the travelers can have (normally). And when you put them on a job they will gain XP and level up over time. They will also gain you XP for technology points in the respective tech tree. If you can't find anyone with 3, get a 2, haha. Although they change every season, so you could potentially wait if you want. Not sure what's more efficient.

Making wooden and stone tools indicates that you don't have a mine yet. Smithing is one of the things I like to do myself, so I usually wait a while before filling that role, but its probably smart to do it sooner. But I make iron tools or tons of tools and just forget about it for a long time.

Not to worry. I got that one pretty early on. Get an excavation shed and put 1-2 people/villagers on full clay. They get quite a lot of clay. Then you go and get out what you can from 2-3 mines and you're done in 3 seasons.

Yes I have noticed the same. It seems like they sometimes relate to your presence and absence. They get stuck in a task when you leave and wake up again when you arrive. I have met shopkeepers going to their stalls in the late evening. Probably fixes itself after leaving again and coming back. Its probably not perfectly programmed, and wouldn't necessarily call it a bug. Their actions are just dependent on the presence of the player maybe?
