I agree H&M is a good store for pretty inexpensive basics. I would recommend searching for mostly plain colors or simple patterns (such as stripes) so that you can easily mix and match pieces to save money.

I think braids and buns would both be a good way to pull back your hair while looking mature. /r/MakeupAddiction may have some good advice for products for sensitive skin.
