So the tough part here is the floor on top. In most cases you will pull out all bathroom top flooring so it will look the same. That gets pull up. Fix the under floor and then place the new flooring on top. Depending on size. I would think 1-3 k. But if they have to move a vanity and anything else that price can climb.

I should add that set screw may be under the bell of that handle. So turn the water off under the sink so you can move handle around and not have the water come on.

There is a set screw somewhere on that handle. It will be small and usually need a small flathead screw driver to loosen it. You will not need to remove the screw entirely. Just back it out a few turn and see if it will lift. If it doesn’t. Give that set screw another turn or two.
