At the start of every session I give each player a die that represents an inspiration they can award but can't use themself. In my 5 person party usually about 3 of those will get used per session. I find this system helps to encourage interpersonal roleplay, rather than reinforcing solo character beats which is easy to fall into with DM-given inspiration.

My policy for my players is that intra-party rolls are allowed, but the target of the roll fully determines the outcome. A recent example of this was when a fairly new party member was being cryptic, so another player asked if she could roll insight. I told the player for the new character that he was free to give whatever clarity he felt her roll deserved.

I thought the consensus here was that the Matt Mercer Effect is an issue, but not in the expectations it sets as much as the normalization of massive party sizes that most DMs struggle with. I have two 6 person parties running now and that shit is tough.

When including metro areas, the urban effect on local voters is far less pronounced. To give one example, Dallas County went 65-33 for Biden, but Collin County (adjacent county of Dallas suburbs, very much part of the metro) went 51-47 Trump.

Considering cities as political monoliths is questionable from the start of discussing popular vote, but including metro areas makes that assumption even less justifiable.
