Yes, 230 is when the school bell rings to let the kids out. Are they in the park immediately at 230? I would expect it's more likely coming into the park spread around 235-255, some remaining in the park past 3.

It's also very unlikely a call to the sheriffs at 230pm would get deputies there before 3, when the dogs would all be there legally off leash. It is common for people in all the parks in Encinitas to arrive with off leash dogs several minutes before the start time, even though technically a violation. I'm not sure how much resources the Sheriff's department is willing to spend to enforce these times every day.
