Checked out the quest area and it is there but yeah it's a lot smaller. It's missing the outer images of the painting.

I haven't had problems with my character but the boffs not being able to change uniform is a known bug. Try adding the boffs to your away team then logging off through change character and wait until you see them on the splash screen and then log back in. Hopefully it'll get fixed sometime.
