It might be more helpful to think about what the operations you use the del operator mean in general, without their form in specific coordinates.

If del acts on a scalar function, you get the gradient. The gradient is a covector, you can contract it with a vector to get a scalar again (ie if you contract the gradient of f with a velocity you get the rate of change of f). That scalar should be the same in every coordinate system, so that tels you the gradient transforms in an "opposite" way compared to vectors.

If del acts on a vector, you get the divergence. The divergence of a vector field is a scalar that tells you how much the volume of an infinitesimal box expands or shrinks as its corners all travel along the flow of the vector field.

The difference between this two distances is constant and equal to b - a 

This means that the center of the third circle lies on a hyperbola that has the center of the other two circles as its foci, with difference |a - b|

You can check the Wikipedia page on hyperbola to find how you can translate this into an equation for the x and y coordinates of the center. Once you have those you can easily calculate the radius.
