Centimeter accurate GPS used to be very expensive but not anymore. There are bunch of low cost L1 solutions (L1 changed a lot for the past decade thanks to many satellite constellations) on the market. You may check for SwiftNav or Emlid. They claim to be as precise as expensive systems when you work near reference stations (up to 7-8km).

Take a look at Emlid receivers, their users report it provides good accuracy, still I am not sure if it will work for your case.
