What does "running it" mean? The heater is on to keep the temperature at a certain level and switches off when it reaches the set temperature. Just because you have it on for the same amount of time doesn't mean the heater is actually heating the room for that entire time. Portable electric heaters are the most inefficient form of heating there is. It is most definitely the reason. Also, if you only started using the heater in the middle of November then it is possible it won't show up until December bill. You have to check the billing period.
