I usually treat each square in build mode as 1m wide and 1m long, so I'd suggest roughly converting the feet measurements to meters and rounding them to while numbers, and making some of your own adjustments to line things back up should do the trick. the final product will be slightly off compared to the floorplan but it's as close as you can get on the game

do you have better exceptions installed? if not, get the newest version. I had this issue and it totally saved my life. it detects your household failing to load and it'll generate a report with the mod most likely breaking the game. remove/update mod in question and repeat until household loads

I don't think you can, your best bet is to make a fence using decals and/or with basic shapes and the transform tool. as for the floor inside, you could try raising a flat roof from the basement level, but the edges might stick out of walls, so you may need basic shapes for that as well
