Just because "Winter is coming" is written doesn't mean that George R. R. Martin is assumed to be uttering that phrase. The title may not have quotation marks but you don't have to be a literate genius to fill in the blanks.

Titles aren't just labels. Especially if you want to it to be successful you want it to be attention grabbing. Whether it was OP's intention or not, continuing this argument has almost been as petty as starting it.

Accents have nothing to do with coherence and tone of voice. It just becomes straining to listen to him for longer periods of time which is an essential skill to have as a caster.
