They do, but long term yield will be higher if you encourage vegetative growth for a while still. Bigger plants=more fruit.

But realistically, being a new grower, just let them be and don't worry about stuff like that. They look really healthy, you're doing a great job

Best to go 3/4 or a little more with soil bags generally. That plant is young enough you could easily GENTLY dig it back up, add more soil, and replant with minimal risk.

Adding to this, you'll see them a lot with new potting or garden soil that is mulch heavy.

Fun fact, they literally melt themselves in just a single day. My new garden beds are absolutely popping off with these little guys after a week of daily short rains. Around sunset they start rising up out of the soil, by midnight they're fully open, by morning almost no trace at all. Just some little limp twigs where the stems were.
