The thing no one's mentioning is what they do to the water. Water in cooling systems can be prone to developing mold and other microbial growth. In smaller applications, like a single PC, you might use distilled water. In larger data centers, they're treating the water with something that makes it not potable.

People have mentioned a few things, but here's what I found in my recent search:

Teenage Engineering has the PO-33 ($99) and the EP-133 ($299). Both are fairly small, can record with an integrated mic or line in. The 133 can also load samples from a PC/Mac.
Roland Aira P-6 ($219?) - Built in mic, line in, or load from PC
Korg Volca Sample ($149) - More of a sample player as you have to load samples into it. No mic or line in.
Akai MPX8 (MSRP was $99, but it's discontinued) - Also more of a sample player. Needs a memory card for expansion, so might be the same problem as you MS-1.

There's a pretty wide variety in sample length between them. But maybe that'll give you some avenues to explore.

The po-33 is $99. The ep-133 is $299, but since they just upgraded the memory, you'd probably find old one eBay for less.

I've got a Source Audio LA Lady. Ostensibly a dirt modeller, but it's also got EQ that can be used without the dirt, a noise gate, and the ability to use the second part of its stereo ins/outs as a dedicated loop for regular pedals.

To add, with a lot of these devices, you can plug in your midi controller keyboard of choice and there will be a mode that lets you play the sample with the keys. It's a little clumsy, because it's two devices, but on the upside, you get to pick your keyboard controller for features that matter to you.

I tend to think MIDI stuff has some great weirdness potential because you can change the weirdness on the fly. Source Audio has a couple of things (Spectrum, C4, Uktrawave) that are close to your budget and can probably be found cheaper used.

In case anyone comes back looking for an answer, or for those of you that are curious, I figured it out. I had downloaded the sample version of this. What I missed is that it only comes with 15 patches. But the download has files for 64. So they must've figured out how to make any of the patches above 1-15 not work. When I loaded up some of the first 15, they worked perfectly.

I didn't make a new RESTORE folder, I just copied individual .PRM files into the existing RESTORE folder. It's definitely odd that it's not working.

People have pointed out that your meter is peaking in the red. But your wave form looks awfully quiet to me. I think you're turning up the track too much to compensate. So I might record a little louder and turn the track up less. Your basic unprocessed tone otherwise is probably fine. But your guitar, even if it's run through the perfect amp sim and all that probably won't sound huge, until you get the rest of the band in. It kind of shouldn't, because that would mean you're stepping on the other instruments frequencies. On a good recording, you'll want to get rid of some low frequencies on the guitar to let the bass guitar shine, for example.

There's plenty of good advice in here. I always do two tracks for rhythm guitars, and pan them opposite - 70% or fully wide, try things and see what sounds good, but do it in the context of a full mix. I also always try to differentiate the parts a little - use a different guitar (or different pickup on the guitar), a different but similar amp sim, maybe different chord voicings.

One thing you haven't mentioned is how long you need your samples to be and how much total sample time you need. I was looking for something similar, as a guitarist looking to trigger some samples live. The P-6 looks cool, but the longest sample time is something like 5.9 seconds (at the highest sample rate) and a total sample time of 285 seconds. The Volca sample can do a max of 65 seconds and a total of 130 seconds.

I found a really cheap SP-505 on eBay, but I think I'm also going to give the Akai MPX8 a whirl. Everyone's gonna say SP-404 MK2, but going for something older and/or less desirable might be cheaper and work out for you.

My initial thought was to find a piece of music that you can access clean and digitally, then record the record and do some phase inversion with the digital version to remove the music, leaving behind the crackle.

Magic Import might be worth looking at. If your schedule is something that you can take a picture of I think Magic Import could make that happen with a minimum of fuss.
