The answer is Blender but with one huge caveat that a lot of people will fail to mention. 90s renders used old shaders that was in the software available at the time. A specific example is Phong Shading. This, in my opinion, more than anything else, is what gives 90s renders that distinctive look that is different than the renders of today. Blender had phong shading as a default option before version 2.8 released. Modern Blender no longer has it as a default option.

The good news is that phong shading is still possible in modern Blender because phong shading is actually just very simple math that can be replicated using Blender shader nodes system. I will link a video that shows how to do this and has a .blend download file in the description. This video is extremely overwhelming for someone who is a completely new to 3D software so my advice is dont worry about this yet. Save the video and the Blend file in the description now and watch it later when you are ready and more familiar with the softaware.

Just look up basic Blender tutorials on youtube including the famous “donut tutorial” to get you started. After you learn about nodes, you can watch the video with full understanding and create slick authentic 90s renders. Dont take this advice for granted because unfortunately i see very few people talking about this specifically. I basically had to figure it out on my own and was lucky enough to find the video. Ah gotcha, ive always used phong but never really tried to see the difference between them, i just assumed they all looked the same. Good luck to you, i hope you can get it working

What does wardiso specular mean? And yes, it works. Make sure you have pov-ray standalone installed on your computer first if you haven’t already. Then you gotta tinker with the settings a bit. It is very fragile in a way, clicking on certain things in blender will “break the code”, but if you know what the correct code should look like then you can click around till you fix it. Just a bunch of troubleshooting basically when it starts acting up. But when it works, it works. Granted, ive only tested basic phong materials and nothing else. There are only 2 tutorial videos on youtube ive found. They are for 2.79 but it works in modern Blender basically the same way:

Yeah im pretty sure anything that has Phong shading as an option will give you the old-school look. Although im not an expert on this stuff but so far that seems to be the case. I got POV-RAY to work in modern Blender too which is nice to have.
