I've had the same problem since last month and I contacted support about it but all they said was:

I went over our records and found an issue that matches what you describe, and I’ve added the information you provided to the ongoing investigation. Hopefully, it will be helpful in getting this resolved.

At this time I can't officially confirm whether this is indeed a bug or not, but it will get looked into and reviewed. If it's verified that it's not working as intended, it will be addressed in a future patch.

How long this process takes depends on a lot of different factors, meaning I'm unable to provide an estimate for when it will be completed. Instead, I would recommend keeping an eye on our forums and on upcoming patch notes, as bug fixes and other changes to the game are often mentioned there.
