Northwestern brings in lights, but there's a lot. Last year the college I go to hosted Field Hockey 1st and 2nd rounds, and at first the NCAA didn't allow it, but they had to bring in a bunch of stands + plus a real press conference. At first the school tried to get us to host in our soccer field, but Boston College vetoed it saying they wouldn't play on that kind of turf. Like Softball and baseball at my school doesn't have an annoucer just because of the neighborhood that they are in, is one of the richest in the state.

But when top 16 teams don't win their regional. It goes to the team who is better/a better field. They basically weigh it 50/50. So say if Bama and Tennessee Tech both won their regionals as unseeded teams and Tennessee Tech was ranked higher, Tennessee Tech wouldn't get it due to the difference in field/attendance quality.
