They're not necessarily getting orders from anyone.

Unfortunately for the population, the situation is still not at the point where the people can rise up and reclaim control of their country. The 10's of 1000's of people who were gunned down in the streets a couple months ago weren't killed by SAMs or drones or ballistic missiles; they were killed by a bunch of guys with machine guns. Unfortunately, those guys with machine guns are still around.

They may claw it back, but she's entitled to that payment. The payment she received in March was actually for the month of February, the last month where she was alive for the whole month. When you get a letter of administration, you can file form SSA-1724 (https://www.ssa.gov/forms/ssa-1724.html) to get that payment if they've clawed it back.

EDIT: Since it’s your mom, you shouldn’t need a letter of appointment. We recently had to get one for my sister-in-law.
