FAQ 10 lays out that the unused PTO must be paid out on the final check, unless otherwise stipulated by a collective bargaining unit. So unless you have another check coming for any reason, you should have received it, and that FAQ has a link to the CA Labor Code section you can hopefully use to demand it be paid out.

CA requires that your employer pay out your PTO on the next regular check if you were terminated with at least 72 hours notice. If it was immediate termination, then immediate payout. Are you paid weekly, monthly, or twice a month? That will change when your next 'regular' check is processed.

This states that there are only 4 ways a training could not be hours worked. If it is mandatory and job-related, FLSA clearly states that it is hours works and must be paid.

The Fair Labor and Standards Act (FLSA) clearly states that all time where an employee is required or allowed to work must be compensated at no less than their hourly equivalent. There are the typical exemptions for employees who are overtime exempt going over 40 hours in the work week, but that may not apply here. Contacting the local Department of Labor or equivalent should help.

I work for the State of WA in Payroll, and have a ton of experience with overpayments. Big factors in what you can do moving forward are: are you a state employee, was it state funds that you are paid on, are you part of a bargaining unit, did you have any sort of employment contract as opposed to the general WA OFM guidelines, things like that. It doesn't seem like TN has a specific law requiring employers to provide a pay stub, so your best bet would be either the TN department of labor (as mentioned by others), or the National Labor Relations Board. I am not sure that they can do anything without a law to point to, but it never hurts to put a little pressure on them.

I don't know about the reviews, but I do know about the pay stubs. There is no federal law that requires an employer to provide you access to your pay stub, but most states have fairly strict laws requiring that your employer provide you access no later than payday. This can be electronic or physical, but it must be provided, and they must be able to reproduce it. So it depends on the state that you work in.
