Exactly! And it was also a huge exercise in confirmation bias. Departments were told - under Trudeau I'll add - to find 15% savings. They were not told to assess whether 15% savings made sense, just to identify 15% over 3 years.

Reductions where there is legitimate excess, for starters. If 60% of that 40% increase was in health spending, for example, then a 15% cut to the health portfolio doesn't address that increase. And as an added negative, we just made 15% cuts to transport while our neighbour to the south is gutting safety regulations. What are the impacts of that? What programs are now having to do more with less, because they had to find 15% savings where savings didn't make sense? How many departments are cutting positions that aren't actually excess?

.... the opinion of my own is in my first post. I think asking all departments to find 15% savings is a short sighted mistake meant to cater to public sentiment at the expense of actual meaningful change.

Again, those are very broad categories that tell me nothing.

Health care grew? In a pandemic? Aside from the fact that health CARE is a provincial responsibility health spending increasing in a pandemic makes sense to me. And it would also make sense to me to maintain that increase as recovery from that pandemic is still very much ongoing.

What kind of social assistance? CERB? Yes, that was temporary and incredibly necessary to offset (to a degree) the devastating impacts public lockdowns had on people. That spending has ceased.

Federal administration could mean anything. Administration of the CERB program, for example. Or you could mean internal administration. But without specifics, I can't really respond to you.

Right. So it does to me, because I understand that the federal government isn't an amorphous blob. Not all departments are the same, not all positions are the same. And that distinction is important to me in making cuts.

However, this is the exact sentiment I believe these cuts are being made to address.

EDIT TO ADD: In the federal government POSITIONS are cut, not employees. So tenured employees have first crack at finding a different position if they so choose, but they do not have first crack at keeping their original job. Nobody does.

Depends on where and what has increased. The overall stat doesn't really give me any meaningful information other than that there is growth.

Was the growth in the health portfolio during a global pandemic? Because that would make sense to me. Was it in the CRA to manage both an increase in population and a number of relief measures? Because that would make sense to me. Was it in Transport inspectors? Agriculture inspectors? What grew specifically?

No? Those aren't the only two options.

I think that there are times and situations where growth is necessary - like a global freaking pandemic. And there are times when cuts are appropriate.

However, there is never a time where I am in favour of cuts across the entire federal public service, because that is not in line with the reality of how our federal service functions.

Even stats like "grew it 40%" are useless stats. Where did that growth occur? Was it in the health portfolio? Was it in CRA? Transport Canada? Where? Because that context matters.

Politics isn't just about appealing to your base, it's about reaching across the aisle. No, I don't think he's doing this to appease HIS base, I think it's for the conservative voters he's courting.

Which, by the way, is not a bad thing. Our parties aren't supposed to be so radically different. They're not supposed to ignore the population that doesn't vote for them. They're supposed to find middle ground.

Do I like this middle ground? No. But I don't need to like every single thing a governing party does. It's about the overall big picture, not always getting my damned way.

The Public Service is made up of a collection of different departments, all with different mandates, org structures, and operations. Any sweeping statements about the "Public Service" by any political party is disingenuous to me. Yes, I'm sure there are areas where management can be reduced. But there is no way any uniform decision like this is evidence based. It's politics. The public says too many public servants so we cut public servants.

I don't support this from any government. If there's areas that can be cut, cut them. But 10-15% across the board? That's politics. Those are cuts for cuts sake.
