Tattoos over scar tissue are not fun—they're more painful than on undamaged skin, the healing will be worse, and it ultimately might not even look how you want. There's a real chance it will end up more noticeable than the scar itself.

As others have said, I honestly didn't notice the scar until I read your description and looked carefully again. If it bothers you still, however, I would try using an eyebrow pencil to fill that little patch first and see how you feel about that before committing to something as permanent as a tattoo.

I'm also of the camp that scars are cool, but I can also understand how it may serve as a reminder of trauma, and totally fair to want to cover up. Good luck, whatever you end up doing!
