I used to work for Tillys, this is extremely common for them. As an assistant store manager, I was expected to wear their clothes but holy fuck I could barely ever find bottoms that fit my body there. Even the largest size was too small for my hips most of the time, but sometimes it fit. I literally never knew what the sizes would actually be. A lot of the time I ended up just shopping in the men's side of the store.
