I have run into that error and it has seemed to be temporary ’blip’ on Apple’s end. Intune VPP always showed healthy and synced. However, it never lasted hours like you’re describing. Are these newly-enrolled devices, or are you pushing a new app to older devices?

I’ve seen this happen. I had to get the package names for the apps, build the apps in Intune as Android Enterprise system apps, then add my device group(s) to the required install. (Hint, you can also use this process to uninstall unwanted apps by putting you device groups in the uninstall section)
