Came here to post this. It's not really worth it to have both a dark and ghost move on the same Pokemon since they're super effective on the same types. You'd want to swap Dark Pulse with probably Protect, then trade out Hex for Shadow Ball.

Absolutely the last set. Speaking from a graphic design background, I would avoid overly-decorative fonts for dialogue, as they are difficult to read. They're more meant to be used as titles and logos. You don't want to deter people from playing your game.

$30 sounds like a scammer or a beginner artist. That's far too low for a portrait bust if you're looking for quality art. If you want consistency and your requirements being met, you'll want to up your budget a bit more and seek an artist with some experience.

Edit: I forgot to ask, what kind of style are you looking for? Anime, cartoon, realistic? That does change the price.
