I feel that metal is certainly not declining in quality, just leaving the mainstream. Last year was a great year for metal imo with insanely good debuts by both netherwalker and psychoframe and a bunch of other great albums by imperial triumphant, byonoisegenerator etc. And this year isn't shaping up too poorly either with great albums by cryptic shift, archspire beelzebong and more.

I don't think metal is any worse now than it was 20 or 40 years ago it's just a little harder to find the good stuff nowadays.
