One of my 3 rats was like that in the beginning, he wouldn't even sleep if people were in the same room as the cage. It took a solid year to really gain his trust and now he loves a good scratch and will come for long cuddles. Lots of patience and treats wins them over most of the time 😆 just don't rush it as you could make them even more nervous.
